Phillips Consulting Launches 2026 State Performance Index to Measure Governance Across Nigeria
Phillips Consulting has officially launched the 2026 State Performance Index (PSPI), a comprehensive governance assessment framework designed to evaluate and rank the performance of Nigeria’s 36 states across critical socio-economic and development indicators. The initiative aims to provide policymakers, investors, development partners, and citizens with reliable data on how effectively state governments are delivering public services and driving sustainable development.
The Phillips State Performance Index (PSPI) measures state performance using a broad range of indicators, including education, healthcare, infrastructure, economic growth, fiscal management, security, environmental sustainability, ease of doing business, digital transformation, and public sector efficiency. The benchmark is intended to encourage healthy competition among state governments while promoting transparency, accountability, and evidence-based decision-making.
According to Phillips Consulting, the index was developed to provide an objective assessment of governance outcomes rather than political performance. By analysing measurable data across multiple sectors, the PSPI seeks to identify strengths, expose development gaps, and highlight opportunities for policy improvements that can enhance the quality of life for citizens.
The consultancy noted that investors and development agencies increasingly rely on governance indicators when making investment and funding decisions. As such, states that perform well on the index could become more attractive destinations for domestic and foreign investment, infrastructure development, and public-private partnerships.
Beyond ranking states, the PSPI also provides detailed insights into each state’s developmental progress, allowing governments to compare their performance against national averages and peer states. The report is expected to serve as a strategic planning tool that enables policymakers to allocate resources more effectively and monitor progress toward achieving national and global development goals, including the United Nations Sustainable Development Goals (SDGs).
Governance experts have welcomed the initiative, describing it as a timely contribution to Nigeria’s public sector reforms.
